If any Industry/firm fulfils the following condition then it has to be audited through an authorised Energy Auditor :
a. All Industrial consumers having a contract demand of 200KVA & above.
b. All Consumers other than industrial and residential having a contract demand of 75kW & above.

The firms/persons who are duly authorized by the Chief Electrical Inspector in for the purpose of this order are authorised Energy Auditors.

If any firm fulfils the condition as mentioned in Question.1 above, then such industry/enterprise shall have to get audited by the authorised energy auditor. After completion of the energy audit , a detail report shall have to be forwarded to the concerned Deputy Chief Electrical Inspector within one month of the audit duly signed by the authorised person of the industry/commercial enterprise and the Auditor who have carried the audit work.

The report shall be submitted in hard as well as soft copy along with latest Energy bill.

After due scrutiny of the report, the Deputy Chief Electrical Inspector if satisfied will issue the Audit report Acceptance certificate. If he is unsatisfied with the report, he may ask for correction, alterations or he may issue directions, which has to be complied by the industry/commercial enterprise.

At an interval of three years from the last energy audit.

Energy Audit notices are issued as per the records available at the office. You may inform the concerned office regarding the fact along with the copy of the latest Energy Bill copy.

The main function of Licensing Board is to issue Certificate of Competency. It include conduct of examination for wireman/supervisor, to issue exemption from the examination of wireman/supervisor, to issue electrical contractor license.

A person
A. Who has worked on wiring and electrical installation works under direct supervision of a competency certificate holder or a qualified electrical engineer for a total period of one year.
B. Who has gained six months practical experience after completion of the wireman apprentice course at any recognized technical institute and also passed by the examination held by the Technical Examination Board(TEB).
C. Who has completed one year’s course of electrician or radio mechanic or wireman motor rewinding conducted by the director of cottage industries.
D. Who has completed one year’s course of electrician conducted by the prototype development and training center at Rajkot.
E. Who has completed six months course of motor winding conducted by TEB.

A person who
A. Have passed the examination of the wireman &
B. have total four years of practical experience under direct supervision of a competency certificate holder or qualified electrical engineer out of which minimum two years’ experience must be gained after passing the wireman examination. or
three and half years practical experience, if such candidate has completed electrician course at recognized technical institute and has passed the examination held by TEB, out of which minimum one and half year’s practical experience must be after passing wireman examination.

The supervisor / wireman exam is conducted by the licensing board twice in a year, one in the month of May and second in the month of November. For the examination in May, forms are received by this office in the month of February and for the examination in the month of November, the forms are received by this office in the month of August.

Application in the prescribe form, two photographs, a challan of Rs.200/- and experience certificate (FORM-K) from the licensed contractor and a copy of his staff register

Application in the prescribe form, two photographs, a challan of Rs.500/- and experience certificate (FORM-K) from the licensed contractor and a copy of his staff register, wireman certificate and permit.

Any person who has electrical supervisor permit or a person who has employed such person can get electrical contractor license. The document required for the same are (1) application in prescribe form (2) Original Challan of Rs. 5000/- (3)Bank solvency of Ten thousand (4) three Testing instruments namely megger, earth tester, clip on meter, along with purchase bill and a certificate from concerned AEI office. (5) a copy of partnership deed or memorandum and article of association. (6) address proof of the forms (7) school leaving certificate of owner and supervisor.

Every owner/occupier intending to obtain permission for erection of lift, shall make an application in Annexure-I. Every such application shall be accompanied by :

• Four copies of drawings of the lift installation duly signed by the applicant and authorised person under rule 11.
• Declaration in Annexure-III from the person to whom the applicant proposes to entrust the work of installing the lift.
• The drawing shall have Layout of the lift installation, Plan, Sectional elevation, Arrangement of doors, Lift well enclosure, Size and position of the machine room relating to the lift well, Position of hoisting machines, Number of floors to be served and total travel, Wiring diagram of the lift well enclosure, machine room, control panel and lift equipment, Position of main switches, Details of earthing.
• Commencement permission(Rajachitti) and associated layouts duly issued by the local development authority along with proof of ownership/occupancy right as compliance to rule-3(3)
• Original challan of Rs500/-(five hundred only) as fees.

Every owner/occupier intending to obtain permission for erection of Escalator, shall make an application in Annexure-II. Every such application shall be accompanied by :

• Four copies of drawings of the installation duly signed by the applicant and authorised person under rule 11.
• Declaration in Annexure-III from the person to whom the applicant proposes to entrust the work of installing the Escalator.
• The drawing shall have Layout of the escalator installation, Plan, Sectional elevation, Angle of inclination of the escalator with the horizontal, Width of the escalator, Vertical rise of the escalator, Arrangement of track and trusses or girders, Position of top and bottom landings, Size and position of the machine room with respect to the escalator, Position of the escalator machine, Details of complete step treads and complete assemblies, Wiring diagram of the machine room, control panel and escalator equipment, Position of main switches, Details of earthing.
• Commencement permission(Rajachitti) and associated layouts duly issued by the local development authority along with proof of ownership/occupancy rights as compliance to rule-3(3)
• Original challan of Rs1000/-(one thousand only) as fees.

The owner of a place who is permitted to install a lift or an escalator in such place shall within one month after the lift or escalator is installed, make an application in Annexure-IV and shall be accompanied with :

• Declaration in Annexure-V from the person who has installed the lift or escalator.
• Certificate of conformity by the agency who has installed the lift or escalator, stating in details that the materials used in the erection/alteration/addition of the lift/escalator confirms to the relevant Indian Standards.
• Test report of Electrical wiring.
• Structure Stability certificate.
• Declaration of authorised person who will maintain lift/escalator in Annexure-11, if appointed.
• Original challan of Rs1500/-(one thousand five hundred only) up to five floors and Rs2000/-(two thousand only) above five floors.

On receipt of a report from concerned Inspector after due inspection that the lift or escalator installation conforms to the requirements of the Act and the rules made there under, the Chief Inspector may grant the licence subject to the terms and conditions set out therein.

Every owner/occupier intending to obtain permission for addition or alteration to existing lift or escalator shall make an application in Annexure-I for lift and Annexure-II for escalator. Every such application shall be accompanied by :

• Four copies of drawings of the installation duly signed by the applicant and authorised person as under section 5. The drawing shall have all the details of the addition or alteration as the case may be. The Question no.1 or 2, as the case may be referred for the details required in the drawing.
• Declaration in Annexure-III from the person to whom the applicant proposes to entrust the work of addition or alteration of existing lift or escalator.
• Commencement permission (Rajachitti) and associated layouts along with proof of ownership/occupancy rights as compliance to rule-3(3), if required.
• Original challan of Rs500/-(five hundred only) for lift and Rs1000/-(one thousand only) as fees.

The license to use lift or escalator is valid for five years from the date of issue of license.

The Application for renewal of the licence shall be made in the Annexure X and following documents shall be submitted with the application :
a. Original licence.
b. Original Challan of Rs1500/-(one thousand five hundred only).
c. A report made under section 16.
d. Annexure –XI duly signed by the agency maintaining the lift or escalator.

Note : The application as above shall be submitted to the Chief Inspector not less than thirty days before the date on which the period of validity of the licence is due to expire.

Any person authorised under rule no-11 of the Gujarat Lifts and Escalators rule, 2001. The list of such persons is available over the website http://ceiced.gujarat.gov.in

Make an application to the Chief Inspector regarding the loss of license along with an undertaking for the lost license and original challan of Rs250/-(Two hundred & fifty only) as duplicate license fees.

Make an application to the Chief Inspector clearly stating the desired name, along with

• original license
• Original Challan of Rs500/-(five hundred only)
• Associated proof for the same.

0043 TAXES & DUTIES ON ELECTRICITY 800 (2) FEES FOR INSPECTION OF LIFTS.

After the implementation of Q C Order 2003, prevailing rules has been repealed and ISI mark is compulsory for the Items covered under Q C Order-2003. Now State Govt do not issue any approval / Q C Number for any Electrical Items.

This Department arrange surprise checking at the premises of Manufaturer /Dealer of the electrical Items covered under this order. During checking if any goods mentioned under Order found without ISI mark, those materials will be seized and necessary arrangements are being made to destroy these sub standard items to enhance the safety of the people.

All items have a specific ISI standard & Number. While purchasing such items, consumer shall check the ISI Standard and ISI number with the symbol printed on the box of the item. For Bigger item this number is being also printed on the item. No one shall purchase the item without ISI mark and shall inform this department or BIS regarding the place where this goods are being manufactured/sold/stock up.
